Moderniza el estatuto docente y da más atribuciones a directores de establecimientos educacionales.
Medidas enfocadas en docentes:
- Para quienes ya ejercen la profesión docente, se triplicarán los premios con Asignación de Excelencia Pedagógica, que premia a los mejores profesores del sistema municipal y particular subvencionado.
- Plan de retiro voluntario con bonos de hasta $20 millones para cada profesor que se jubila.
- Bono entre $1 millón y $2 millones a quienes ya están jubilados y que dieron su vida por la educación.
Medidas enfocadas en directores:
- Serán elegidos por un sistema de Alta Dirección Pública Pedagógica.
- Se establecerán convenios de desempeño que deberán cumplir anualmente, con metas que serán públicas y de cuyo cumplimiento dependerá su permanencia en el cargo (Termina inamovilidad por 5 años).
- Directores tendrán mayores rentas según el tamaño del colegio e incentivos económicos por desempeño.
- Tendrán la posibilidad de armar sus equipos. El director podrá nombrar a un equipo de confianza constituido por el Subdirector. Inspector General y Jefe Técnico.
- Tendrán la atribución de cambiar al 5% de los profesores peores evaluados.
- Ley de Aseguramiento de la Calidad
-Crea la Superintendencia de Educación y la Agencia de Calidad
- Aumento Subvenciones
-Desde marzo de 2012 aumento de la subvención escolar en un 1,5% (Ley Nº20.501)
- Subvención Escolar Preferencial (SEP)
- Aumento de 20% promedio en la SEP a partir de marzo de 2011.
- - Flexibilidad en el uso de recursos
- - Medidas de desburocratización y disminución de trámites respecto a la aplicación de esta Ley para los colegios.
- - Desde 2014 extensión a enseñanza media.
- Reconstrucción
-Total Establecimientos dañados: 4557
-Total reparados o en reparación: 70%
-Recursos destinados a reconstrucción:
-Más de 140 mil millones a la fecha (Tres planes de reparaciones, Plan de reparaciones para establecimientos subvencionados sin fines de lucro, fondos para educación superior, fondos para emblemáticos de regiones)
-Además fondo de 8 mil millones para liceos tradicionales como el Barros Borgoño (1.020 millones) INBA (1.013 millones) y Liceo de Aplicación (4.900 millones), los cuales presentan un grado de avance en la obra de alrededor del 20%.
-Nuevo plan de reparaciones mayores por más de $25 mil millones. El Ministerio de Educación aportará hasta el 90% del costo total del proyecto, para intervenciones que superen los $180 millones. Los sostenedores municipales o particulares subvencionados deberán cofinanciar a lo menos un 10% del costo total del proyecto.
-La meta es lograr la reconstrucción completa de los establecimientos dañados para marzo de 2013.
- Educación Superior
-El 2010 se realizó Primer Encuentro de Rectores con las 60 universidades chilenas, organizado por el Mineduc.
-Evaluación Internacional PSU. Actualmente se están analizando las propuestas para determinar qué institución internacional realizará la evaluación.
-Se están ampliando los fondos concursables para todas las instituciones de educación superior, los que estarán ligados a convenios de desempeño, enfocados a mejorar la carrera de pedagogía.
-Puntaje de PSU vigente por dos años a partir de la prueba rendida en 2010
-SIES (www.sies.cl): Creación del servicio de información de Educación Superior, enfocado principalmente en mejorar el acceso a datos relevantes de las instituciones de educación superior para que los estudiantes puedan tomar decisiones informadas.
- Beca Vocación de Profesor
-Iniciativa para atraer a los estudiantes con más de 600, 700 y 720 puntos en la PSU: Carrera gratuita, beca de mantención e intercambio en el extranjero.
-En 2011 un total de 3.300 estudiantes entraron a Pedagogía con más de 600 puntos. El 2010 la cifra llegaba a alrededor de 2.000
- Prueba Inicia obligatoria, asignación adicional a buenos resultados.
-En 2010 se presentó al Congreso un Proyecto de Ley para la rendición obligatoria de la Prueba Inicia para licenciados de Pedagogía que quieran trabajar en establecimientos municipalizados o particulares subvencionados.
-El Proyecto solicita el aumento en la remuneración inicial para los egresados de pedagogía mejores evaluados: El 10% de los mejores resultados recibirán una asignación adicional de $150 mil; el siguiente 10% recibirá una asignación de $100 mil; el último 10% recibirá $50 mil de asignación, logrando una remuneración promedio inicial de $590 mil.

-En 2010 se premiaron 106 establecimientos con desempeño sobresaliente
-En 2011 se premiaron 240 establecimientos, de éstos 17 corresponden a regiones.
-En 2010 se aplicó Simce de Inglés y Educación Física
-En noviembre de 2011 se aplicará el Simce de Tecnologías de Información y Comunicación (TIC)
- Liceos Bicentenarios
-Dese marzo de 2011, 30 Liceos Bicentenarios funcionado en todas las regiones del país.
-6 de julio de 2011 se cerraron las postulaciones para contar con otros 30 liceos Bicentenario para el 2012.
-3 mil 200 beneficiados que ingresaron en 2011 a 7ª básico
-La meta a tres años es que estén funcionando 80 liceos bicentenarios enChile
- Servicio País de la Educación
-Se aplicó un programa que benefició a 5.500 alumnos de más de 90 establecimientos de la Región Metropolitana, Región de O´Higgins Maule y Bíobio (foco en zona afectada por terremoto).
-Más de 820 estudiantes de educación superior participaron como voluntarios. El programa se hizo en convenio con la Fundación Nacional para la Superación de la Pobreza.
- Programa Después de Clases
- En 2010 funcionó un Plan Piloto con el objetivo de permitir a los estudiantes de los colegios municipales más vulnerables del país asistir a talleres, tutorías y actividades después del horario de clases (hasta las 20:00 hrs).
-El Plan funcionó en 51 establecimientos educacionales y benefició a cerca de 3.670 alumnos desde quinto hasta octavo básico.
- Maltrato Escolar y Bullying
-Proyecto de Ley de Convivencia en último trámite legislativo.
-Marzo-abril 2011. Campaña comunicacional de alto impacto que se difundió en televisión, prensa, transporte y mobiliario público.
-Renovación del sitio www.convivenciaescolar.cl
Encargado de Convivencia Escolar: todos los establecimientos deben designar a un profesor responsable de recibir las denuncias sobre faltas a la convivencia escolar.
-Todos los establecimientos deberán contar con un Reglamento de Convivencia Escolar firmado por el director, un representante del Centro de Padres y un representante del Centro de Alumnos. Se deberá enviar una copia al Ministerio.
-En 2010 se entregó Manual Conviviendo mejor en la escuela y el liceo y se entregará nuevamente en 2011.
- Mayor participación de las familias en la educación de sus hijos
- En octubre y noviembre de 2010 se realizó la Campaña “Más Información, Mejor Educación” para informar a los apoderados sobre datos relevantes de los colegios de la comuna. Se instalaron más de 450 centros de información a lo largo de todas las regiones del país.
- En mayo de 2011 se envió una carta a todos los apoderados informando sobre los resultados Simce de los establecimientos de la comuna. Próximamente se enviará la cartilla con los resultados por comuna.
- Más de 1.800.000han firmado un contrato de honor por la educación, fortaleciendo su compromiso con la educación de sus hijos.
- Programa de Becas de Magíster y Doctorado
- Se modificó Programa Becas Chile, incrementando la excelencia de los postulantes.
- En 2011 quienes postulan a los beneficios deben estar previamente aceptados en una institución académica extranjera.
- Los postulantes debieron acreditar la excelencia de la institución y programas académicos de destino.
